The application is initially lodged at the District Licensing Agency closest to the premises you wish to licence.  A copy is sent out to the Medical Officer of Health, and to the Police.  Both report on your application either recommending approval or notifying of an opposition. 

Once the DLA have received the reports, the Licensing Inspector will visit the premises, meet with the applicant and then complete their report.  If all reports recommend the issue of the licence, the DLA then have the power to issue the licence.  If any of the reporting parties or the public chooses to object to the application, the matter will be decided by the Liquor Licensing Authority at a public hearing.
